The optimum maintenance level of a large road network can
only be achieved through efficient highway maintenance
management. The objective of road maintenance is naturally to
keep the roads in good condition while road management endeavors
to keep the total cost of construction, maintenance and
operation at a minimum without jeopardizing road safety.
Over the past ten years Grontmij | Carl Bro Group has developed and
continuously improved its own computerized road management
application (ROSY). Successfully combining engineering, economic
and management skills, it is operated in the Windows environment
and offers a high degree of user friendliness.
The core of the application is a road information system
containing details of the road network. The application is
designed to allow the individual road authority to use its own
tools for the management of safety, traffic, road furniture,
bridges etc. connecting the modules to the core.
In Vietnam, the current budget allocated for periodic and
routine maintenance of the national road network could meet less
than half of the actual requirement, based on the estimation of
Vietnam Road Administration. Shortage of fund for road
maintenance is one of the major challenges the transport sector
of Vietnam has been facing. Road maintenance programming within
these limitations requires careful prioritization of projects
according to need and urgency. ROSY application facilitates the
establishment of the basis for decision maker to successfully do
this assignment.
